Instead of it being against the rules to have a legendary Pokemon, I think you should do what this site does: pokemonkyotoregion.proboards.com/index.cgi?board=lc&action=display&thread=113See it lets members make a claim on legendarys. Even though there doing two per member, I think one is enough. So I think we should be allowed one legendary a piece. And we fill out a form to claim that legendary, like what this site does. The only ones not allowed would be Ho-Oh and Lugia since there the Shrine Pokemon. While I'm at it if this plan's accepted save me Shaymin ok.

I don't quite think this is such a good idea, personally, for this makes it too easy and takes the fun and speciallness out of a legendary, you see what I mean? It feels much better when you work hard for ages and find a legendary in a plotlike route thing, you see what I mean?

Sorry, Konekodemon, but I've always been against any real obtaining of Legendary pokemon for multiple reasons. As you can see with the Sun and Moon Shrines, legendary pokemon are regarded as deities in the novus Region, and to catch one would be almost unheard of.
Roleplay-wise, it takes the fun and surprise out of legendary pokemon appearances, as Birdy explained. On a site I was on, for example, I had been there for a few months and one of the moderators decided to surprise me with an appearance from Latias and I freaked out when a grimer actually turned out to be a legendary in disguise.
Now, I wouldn't have enjoyed that NEARLY as much if I had known it was coming. Plus, if everyone wanted a legendary, then it would make having or seeing one less of a treat.
Again, sorry, I know you had good intentions for this idea, but I'll have to say pass on this one. It would take the fun out of legendary appearances, plus it would make it all too easy for a roleplayer to god-mod.

Of course legendaries can appear. C: They may even travel with a trainer for a short period of time if they like him/her or have alternate reasons for doing so.
It'll just be a surprise instead of planned out.

Perhaps Legendaries could be caught, but only with a species Pokéball and a special kind of legendary which is of the same size and strength of a normal Pokémon?
